National Center Against Violencet

National center against violence was established in 1995.
NCAV is the first in Mongolia non-governmental organization to address prevention of domestic violence and protection of its victims. It has a nation-wide operation with 5 shelters and 16 branches across the country providing a full set of psychological and legal counseling, shelters, child protection services and a 24-hour hot-line telephone. We have became nationally recognized and known for successful advocacy for policy and legal reforms. Our achievements list is topped with successful advocacy for the law against domestic violence, the official interpretations of this law by the Supreme Court, an adoption of the national program on fighting against domestic violence. Victims of domestic violence are now able to access legal protection and relevant social services thanks to our efficient advocacy for series of relevant amendments to laws on family, social protection and education.
The NCAV is an NGO which runs activities through 16 provinces, and 2 districts at national level.

Our programs:

Gender Development - Legal Reform Unit
- Provides legal counseling and assistance based on psychological support
- Identifies discrepancies in concerned laws and regulations and advocates correcting the discrepancies and facilitating a legal reform

Child Protection Unit
- Introduces effective social working methodologies to work with abused children
- Advocates a safe environment that ensures protection of children and prevention of violence and abuse in their families, at home and in other parts of the society

Psychological Support Program
- Pilots and introduces methodologies and guidelines for comprehensive services which center the victims of domestic violence
- Advocates a social welfare system by supporting state and governmental policies and decisions

Network of Women’s and Children’s Shelters Program
- Provides temporary housing for women and children whose life and health are threatened
- Protects women’s and children’s safety and encourages them to survive the violence
- Advocates the state and local governor to be responsible for providing a budget for temporary women’s shelter services.

“Public education and prevention” program
- To influence for public mobilization and participation in social movement/campaign combating gender based violence
- To encourage public participation for combating domestic violence through running educational and promotional activities
- To develop public based non-mandatory training programs for perpetrators to engage in exploring their attitudes and beliefs to move away from violent behavior

3. No one should be subjected to violence because she did something wrong.
4. Violence can affect anybody regardless of her or his age, education, economical status and religion.
5. Domestic violence occurs in all levels of a society.
6. It is important to strengthen victims of violence and support them to overcome consequences of violence.
7. Perpetrators should be held accountable for their actions, because violence is a matter of choice.
8. Violence against women impairs women’s ability to gain education, employment and other resources and impedes their personal growth and self esteem.
9. Everybody’s engagement is important in preventing violence against women and in protecting women from any kind of violence. The consequences and the costs of violence against women are enormous, for individuals and the whole society, even though domestic violence occurs in family spheres.
